My Avanti Tote (Rick Steves) just fits IF NOT STUFFED under an American Airlines MD-80 coach seat, and that's sitting upright. It doesn't have wheels, and is supposed to be 12" high...so take a measuring tape with you as you shop, and measure the bag 'stuffed'. I think the less pockets, the easier it is to use the space (as in one big open space; use small organizing bags if necessary).
