Ukraine: **International flights are set to resume on June 15.**

What a difference a day makes. On June 2, Ukraine's Ministry of Health
said that Kyiv and seven of 24 oblasts don't have the coronavirus
under control enough to ease quarantine restrictions, the authorities
decided on June 3 to do just that. Starting June 5, restaurants are
open for indoor service and domestic flights will resume. Ukraine
International Airlines jumped in with flights to get people to the
beaches of Odesa. International flights are set to resume on June
15.
The moves roll back most of the restrictions that started being put in place on March 12 to stop the spread of COVID-19. In recent
days, retail shops reopened and domestic rail and bus travel resumed.

Not sure there aren't some strings attached to the "international flights" clause.

PRICES IN ODESA HOTELS FALL TO HISTORIC LOW 21 MAY , 2020

The cost of staying in three- and four-star hotels in Odesa has
decreased by half compared to the same period in 2019 and averages UAH
650 per day ($24), founder of Ribas Hotels Group Artur Lupashko has
told Interfax-Ukraine. “Today, the average price in three- and
four-star hotels is UAH 650 per day ($24) in Odesa. This is an
unprecedented low rate over the past 20 years. In the same period last
year, such a room cost at least twice as much and was three times more
expensive in 2013,” Lupashko said.

Maybe those in power just ignored the ministry of health. Sound familiar?

No, cant think of any instance of that. But then I would have to know about every country in the world to begin to know if that was or is common. I suspect it was social pressure.
