Is it a stop in London or an overnight nearby or plane to plane continuous travel?
When we flew from LAX to LHR with a connecting flight to Paris, American Airlines wouldn't let us fly until we did the Passenger Locator Form even though we weren't leaving LHR Terminal 5. (How hard can it be to locate us in T5 for those five hours?) So we sat in the terminal at LAX trying to fill out the form using a laptop and iPhone's mobile hotspot. We managed to do it and then held the laptop up so the ticketing agent could read it.
It was a tense 45 minutes.
My advice --- do it whether you'll need it or not.

I received an email from British Airways, clicked a few clicks and ended up here...

Among other things, it says, "You must complete a passenger locator form online before you arrive in the UK. You must complete the form even if you are only transiting through the UK."
