I don't know about France since I've never been there but I have taken Ubers in England and Portugal. Uber also operates in Spain but we had a problem with the driver wanting us to meet him outside the usual and customary pick up point in the Barcelona airport.So he then cancelled on us last minute after we waited 20 minutes for him to arrive.

Lyft does not operate outside the US

Look into Bolt. Similar to Uber. I've been using them so far in three different countries and the rates have been less than Uber.
