Maybe I'm missing something, but what does the text of a subpoena, taken out of context, have to do with anything? Did you mean to link to something else?

This link is about a blogger who was posting about potential new TSA regulations. He was sent, and later published online, specifics of the changes to TSA policy. He is now under subpoena.

He was only under subpoena to say who gave him the directive, if I read it correctly. He wasn't arrested. I'm still not sure what your point is.
