My brother is in alcohol rehab. He loves to travel. Are there any cruises and/or travel groups that are specifically for non-drinkers? It would be great for him to travel with others who don't drink alcohol and provide support & encouragement for staying off the booze.

A good area of Europe to travel would be Scandinavia; the taxes on alcohol are very high!
Many crusies I have been on have " Friends of Bill" meetings, ( for recovering Alcoholics) I do not know how well attended the meetings are though.
There are sober cruises those, I would start googling.
The flight over might be a bit of a challenge...especially if drinks are complimentary...Something to think about ahead of time so your brother can think ahead of how he will deal with that potential temptation.
My friends who are "friends of Bill W" always researched the international directory of AA and planed their meetings first and then their daily itinerary in any given country.

Most all of the European carriers give out free wine with meals.
