I find it interesting to try to find out HOW it is being evaluated, quantified, and elevated to a level of making a list.
Living in the burbs of a US city, and also with family & friends who live and work in NYC, when US cities are called out for "increasing" crime, I then begin questioning the whole process used by the advisory groups.

More interesting is that you don't appreciate the context....
Italians travel in the EU as citizens not tourists. Italian residents are treated as tird country and would be well advised to pay attention to those advisor notes.
