What tours would be good ones to take in February where it would be warmer than winter in the United States? Trying to escape the cold
Most of Europe is at Canadian latitudes, for starters. But the USA is a big place too.
More details, please. But, you're probably not going to find much in most of Europe if you want a place to thaw out in February from a brutally cold winter.

Sicily, southern Italy, Lisbon, southern Spain, Athens. All seem to be pretty temperate - low 40’s to about 60. Sure beats 20’s and 30’s,!🥶
Egypt, if you haven't done a Nile cruise, you are really missing something special.
Also, consider South America, like Argentina and Chile.
I did the RS Sicily tour in March and loved the weather then. They run that tour in the second half of February, which might suit.

Best of Barcelona and Madrid. As the elevation in Madrid is the second highest capitol of any European Country (guess the highest? Here's a hint - neither you nor I probably know anyone who has been there.), it can be a little chilly on those 9:00 a.m. starts. This tour is almost all walking - very little bus riding - so that keeps tour members warm. Plus - the AVE high speed train ride from Barcelona Sants to Madrid Atocha is a genuine experience.
Highly recommended. I've considered taking it for a second time.
Also recommending you take a look at the ETTBD Sicily tour. I left Denver in the throes of winter one late February to join the Sicily tour. It was wonderful weather! Although we did have some rain, it was certainly a lot warmer than Denver!
The beaches of Portugal and Spain. Easy to get to and beautiful in the winter.
New Zealand or Australia.
Another "vote" for Argentina or Chile. Also Brazil.
Southern Europe has pleasant winter temperatures but it's never "balmy". It would be pleasant but not enough for people seeking warmth as #1 priority, and certainly no warmer than S California or parts of the SE USA.
We were in Sicily in February, and temps were in the upper 30s and 40s at night, 50s and low 60s during the day*. Jacket weather for us, locals were in down coats and gloves. The Mediterranean is not tropical. So I'd shoot for later.

In Europe it's probably southern Spain.
If you're just looking for an escape from the winter gloom then consider any of the old colonial towns in central Mexico: San Miguel de Allende(SMA) , Queretero, Guanajuato, etc. - all quite safe, all quite nice (daytime temps pushing 80 but cool at night), and all quite cheap. SMA was our "go to" winter destination back when we lived in the Pacific Northwest.
And of course you really can't beat Australia or New Zealand if you really want to stretch your wings a bit.
Go south of the equater. Pretty simple concept. If you want to speak English, Australia and New Zeeland are wonderful places in February. Argentina, despite the currency problems, is easy You could also consider Hawaii, with narrow temperature ranges but wide costs.
