Ticket scalping in Europe

I was wondering if anyone knows the rules/laws on ticket scalping in europe. I would be buying scalped tickets not selling them. Truthfully, I'm not sure of the law here in the US on scalping. It may be illegal but everyone does it and no one stops it. Is it the same there? More specifically, I may be in France during a Rugby world cup match and am going to try to walk up to the stadium to buy a ticket. Also, does anyone else out there think the RWC tickets are extremely high priced? thanks

For what it is worth, tolerance of scalping varies greatly from country to country. In the UK you can get tickets from outside most stadiums, but in Germany and Holland the police are strict about it. I have no experience with France. At the soccer WC last summer in Germany I saw a lot of people walking around city centers with "I need a ticket" signs around their necks. Professional scalpers were asking obscene prices for tickets, regular fans with a single ticket they needed to unload were more reasonable. Also be aware of counterfeit tickets, I heard a couple of sad stories about this as well. Ticket brokers are another option, but you may have to mortgage your house for the prices they typically ask:)
