I suppose this new regulation isn't a surprise, as the raucous cacophony of dozens of wheelie bags on cobblestone street is often an irritant, especially on quiet evenings. However, I wonder how much it might affect tourism.....

Wouldn't it be simpler to ban lodgings from allowing check-in between 10PM and 8 AM and thus eliminate tourists clattering around at night?

Or is it just another 'make work' revenue generating scheme?

This is just another way to part tourists with their money. You have to pay someone to transport your luggage to your hotel.

When this backfires, hotels will then promote "free" luggage transfer.

I recall being on an RS tour in a small town, when the early morning departure of our group from the hotel was a 2-3 block walk down cobbled streets. The rolling thunder of our group with 20+ two-wheelers and spinners would not be welcome anywhere. I sympathize with the locals, but if they cant or wont enforce laws against petty thieves, they won't enforce this. And yes it comes up every now and then and then disappears.

Enforcement is the problem. How long before we get a post here on someone lamenting the fact they got a ticket and how to weasel out of it.
Roller bags are a problem. It seem that those who do this noisily at bad times may be the same ones talking about respect for culture and the locals and how they want to not be so touristy.
It boils down to respect, and that respect means maybe you have to forgo some of your own beliefs on what YOU want.

Laws (or rules) without enforcement are suggestions.

It's against the law to text and drive in West Virginia. Nobody cares and seemingly everyone does it.

FWIW, Dubrovnik is installing noise meters all around town. The nighttime decibel limit (55db) applies to everything - scooters, cafes, etc.

It does make me roll my eyes, but I sure wish they had this in old town Granada. Those 4 a.m. luggage wheelers were annoying.

You can put tape on these wheels. Then they make no noise. :)
