My daughter is studying abroad in London. She is traveling to Prague on Thursday and then Amsterdam. Prague is flooding. Is this normal and will recede quickly or should she avoid the area?

I would avoid the area. It has to be a mess. Even IF the flooding receded quickly it will leave behind a huge mess of mud and trash. Save it for another weekend.
Also, many businesses will probably be closed or involved in cleanup activities. Local assistance services will be better off to get the cleanup done quicker if there are fewer visitors in the area - unless the students have a mechanism through which they could volunteer to help. Student volunteers were hugely helpful after the big flood in Florence in 1966.

Julie, It really is a mess there. I copied and pasted a post from Online Poster Ilja from "To the West" "There are also floods in western part of Czech Republic (Bohemia). Government announced state of emergency. Many stations of Prague subway are closed. Hospitals being evacuated, Prague ZOO, too. Lot of roads are impassable, train station in Kolin is under water (it's on the way to Kutna Hora, Brno, Olomouc, Bratislava, Wien, Budapest, etc.)." We had two people swept away in our area when the Neckar River went over it's banks last night. Almost 2:00 am here and the rain just keeps coming down....
