Most likely. Most of the contributors here will be more familiar with rules for US and Canadian (Canadien for our French Canadien citizens) citizens than New Zealanders. It all depends on your citizenship and where you are traveling from, as well as what you will be doing in your destination country. I suggest contacting the Belgian Embassy or Consulate which serves your location. There appears to be a good webpage from the New Zealand Ministry of Foreign Affairs which may have many of your answers. That's where I'd start.

Andrew, As Nigel mentioned you WILL need a Visa unless you happen to have a Passport from one of the E.U. countries. Travellers to Europe are limited to 90-days in any 180-day period in accordance with the terms of the Schengen Accord. Penalties for overstaying can be severe, so it's prudent to make sure you have the necessary Visa for longer stays. Are you planning to work in Belgium or attend school? Since Belgium appears to be the main focus of your trip, Nigel's suggestion to contact the Embassy would be a good place to start. Happy travels!
