The EU has allowed nine countries to delay full implementation of EES to "maintain border fluidity." (To lessen the waits.)
Originally, this delay was supposed to expire on Sept. 6 but has been extended indefinitley.
This only means that using biometric data is temporarily suspended and not immigration checks like in the past.
The nine countries are: France, Belgium, the Netherlands, Germany, Greece, Malta, Portugal, Italy, and Switzerland.
Every time full implementation of EES gets postponed it also postpones ETIAS. Does anyone really believe it will start sometime in 2027?

Maybe this explains why I had no trouble at AMS arriving August 28 or leaving Sept 11. But the crowd was minimal arriving and nonexistent leaving. My prints wouldn't take on arrival, and weren't requested on departure. But the passport and facial scans went fine.

We arrived at Munich fewdaysago, were first in line at one of three kiosks available and machine could not read my fingerprints , meanwhile the line behind me were growing longer. Then machine said I had to wait in line at passport check.We waited for probably 10 minutes and got passports stamped.
I looked back at kiosks and it seemed to be slowwww... with many people behind me in kiosk line now also in regular passport line (for nonEU)
My suggestion for now if you're flying into Munich is skip the kiosks and line up at passport. Faster.
I won't lie, I'm relieved to see Portugal on the list and assume that includes Lisbon where we fly into on 9/25.
Only 2 countries I fly into from SFO to enter Schengen : France and Germany
