We will be visiting Italy, Austria and Germany for 3 weeks beginning next Wednesday. Will a SIM card purchased in Italy work in Austria and Germany also? Are there additional charges? Thanks for any information.

Which country are you visiting first? I would look at local SIM cards offered there that allowing roaming to other EU countries. As of mid June 2017 EU regulations kick in which will allow low to no cost roaming. It looks like some carriers are starting to offer plans in compliance with these regulations.

We will be in Italy first for about a week and a half. Then we head to Austria for 5 days. and the last 3 nights in Munich, Germany.

Perhaps the Vodafone holiday plan will work. Looks like €30 and includes roaming to Germany and Austria.

I used a similar plan last year. It was a little cheaper but didn't include roaming. It worked well in Sicily. It was good for 30 days and could be renewed. I'm not sure how long the plan in the link is good for.
