Will be travelling to Amsterdam and Italy in July/ August this year. Most of my time will be in Italy but about a week in Amsterdam and Amsterdam is the first stop. Data will be priority and perhaps minimal minutes for reservations etc. With the new ruling on roaming charges in EU, will it be better to get one card for both counties or separate cards? Any recommendations on which cards will be of great help! Thanks!

One SIM. Good in all EU states.

Just buy one in Italy, whichever city you land in. TIM is usually pretty easy to deal with. If you are passing through Termini in Roma, the TIM store on the upper level is staffed with English speakers.
