Schengen Visa From Lebanon

Hello guys.
My boyfriend lives in Lebanon.
We are trying really hard so that he comes in Greece, where I live.
He already applied for visa 2 months ago, and it got declined because the purpose of his staying to my country wasn't accurate, as the greek embassy told him.

Can he apply for visa to another country, for example France??? I read that France is easy to get to...
And if he takes visa for France, will he be able to travel to Greece so that he marries me?
I mean with the same shengen visa...

The community guidelines here prohibit answers encouraging breaking or evading laws.

A Schengen visa does not envisage permanent residence which marriage implies. Marriage visa is different.

Im not talking about illegal movements.
I asked, if he will be able to come in Greece, with the same schengen visa that he will go to France.
Marriage is something that will happen in a legal way for sure. Im just trying to collect information. Because it's a total chaos.

This is not the normal kind of question for a travel forum, but here goes....

Unfortunately because he falsified his visa application and was caught, he is almost certainly on the Schengen System as an undesirable, which means that his chances of getting a Schengen Visa is very slim regardless of which country he applies to, they will all know about it.

To answer your original question, yes once a person is granted such a visa they can travel anywhere within the Schengen Area, which is why being rejected for an infraction is such a big deal.

At this stage I would suggest your best option would be to contact the Greek government agency responsible for issuing visas and see what they can offer, perhaps a limited territory visa or a fiancée visa or something like that. Or the should at least be able to tell you if he is listed on the Schengen System.
