For some reason RS group has drawn an line at borders or Hungary and Poland and nothing east of there has its own forum. Romania and Bulgaria are definitely E Europe. I did see the post by RS that not thinking much of Bucharest. I have lived in C and E Europe since 2011. I think they also maybe a divide between younger and older travelers. Older still going for the traditional W Europe and all the tours and easy self tours. The further East you go the harder and more edgier Europe gets. Yes Bucharest is not pretty right now and kind of tough. But that makes in fun to visit and if you are "back dooring" it the type of place to see. Lot more to Romania that the capital.
I can't comment on Ukraine as that is closer to Russia and I have only been to Lwiw.
