Reopen EU

Many on this website have been asking which countries are open, or what services are open, etc. I came across the Reopen EU site and it gives up to date information for each country, what is open, who can travel, etc.

Useful map. It confirms what i thought I had read elsewhere -- that Portugal is open to Americans. Does anyone know why Portugal is alone in that respect? Do they just desperately need tourism?
