TGV from Kaiserslautern to Paris.
Eurostar from Paris to London.
Intercity train from London to Oxford.
Would probably be just a bit quicker if you could arrange efficient transportation to the Frankfurt airport and hop a flight there.
Edited to add: Sorry about the not-on-point response. For some reason I was thinking the ultimate destination was London rather than Oxford.
why don't you enter point of departure and point of destination into rome2rio.com and then see what happens? Alternatively try GoEuro.com
Flying will take as long as the train, but if you're going fairly soon when Eurostar tickets will be expensive, it may be less expensive. If you have enough lead time to get discounted tickets for Eurostar then take the train. Either way there are several changes (either transportation changes and/or station changes) and it will take upwards of 7 hrs.
Option...
Drive to Frankfurt.
Frankfurt-Bristol (brs) regional jet BMI.
Then train train to Oxford.
Should save you 3-4 hours and some money.
