Pulse network

I have just gotten my first Debit/ATM card from Capital One.

The network listed on the back is PULSE. Is this going to work for me in Ireland?

I should have said I want to be able to withdraw cash from machines.

Pulse is a US processor. Your debit/ATM card should be branded with either the MasterCard or Visa logo, enabling you to use it at international terminals that display their signage. I would also suggest you call the number of the issuer that's printed on the back of your (in this case CitiBank)a day or two before you leave on your trip to let them know from which countries they may see your transactions. Most issuers use neural networks to track possible fraudulent transactions and they are likely to try to contact you to determine of you authorized the international transactions. If they can't reach you, they may put a temporary block on your transaction activity. I work for a debit/ATM network and this is the same advice we give to cardholders.

This is from the PULSE ATM website:
"Although PULSE ATMs are only located in the United States you can use your ATM/debit card internationally if your financial institution participates in a national network. To find out which network(s) your ATM/debit card is accepted just look on the back of the card for the network logo or ask a representative in your financial institution."

A couple on our tour of Prague had a PULSE card, which their bank told them would work in Europe. It didn't. They were lucky that they also had a Visa card, which they used for a cash advance.
