A good guidebook will help you plan an efficient itinerary. The Costa del Sol region of Spain and the Algarve region of Portugal would be a good place to begin. It also depends on what city you're flying into and home from, what mode of transportation that you plan to use to get around Europe and how much time you want to allot to each region. If it's two weeks, restrict yourself to Portugal and Spain. If it's three, make the swing thru Portugal and Spain and end up in Barcelona, where you can catch a cheap flight to Italy. If you can, try to look for an "open jaws" or "multi-city" flight, arriving in, say, Lisbon and departing from, say Rome. If it's easier, use Madrid as your gateway, catch a discount flight to Lisbon, and launch your journey. Transportation connections between southern Portugal and southern Spain (Sevilla) are problematic but not impossible. Bus or train around the coast after that is much better. Discount airline flights can be found at whichbudget.com and flylc.com...altho for the latter, don't use their booking engine...get the airline info you need, then go to the airlines' own websites.
