I haven't seen a piano bar like some cities in the U.S. have.
The best sing alongs I've been to are beer related in Germany. Oktoberfest, of course, but also Hofbrauhaus in Munich (too touristy for my taste). The best I've experienced was Puetzchens Markt in Bonn, similar to Oktoberfest but less touristy (and way fewer rules to abide by). Virtually every area of Germany has at least one fall festival, similar to Oktoberfest but more local.
Football fans tend to sing a lot. You could probably find a pub where locals gather to watch their favorite team. If things are going well, there's likely to be a lot of singing. If things aren't going well, you're more likely to see swearing and crying.

I didn’t want to jump into to thread until others had. If you’re looking for something like Howl at the Moon or Duelling Pianos, I have never seen anything like that in Europe. I don’t even see them much in the USA these days, although they were definitely a thing ten years ago. Even Karaoke isn’t nearly as common as it is in the USA.

Emma makes a good point. I was thinking France, Spain, Germany or Italy. Football crowds in England or Russia might be rougher. That said, I did go see an England World Cup game at a French pub and the, mostly English, crowd were well behaved and cheerful.

You see Brad, it pays to not believe the hype. Whilst football hooliganism was a problem in the UK in the 70's, 80's and 90's it has pretty much been wholly eradicated as a result of effective policing, undercover work, passport seizures and good responses from the clubs. That isn't to say that violence will never occur, it sometimes does but your experience of watching an England World Cup game at a French pub is typical.

The problem remains that English football has struggled to shrug off the image of hooliganism which they are often associated with yet many people remain completely unaware of just how violent many of the European teams fans can be.
That said, visiting a pub whilst a football game is being shown is not going to offer the same experience as a piano bar. I'm not entirely sure what a piano bar in the sense of what the OP refers to is. As has already been suggested, my initial thought was something akin to a bar with a 'deulling pianos' setup. I have never encountered anything like that outside of the US.
