Does anyone know how long a transaction takes to draw on Visa? So if I e-mail a Paris hotel now asking them to charge my credit card now would the transaction be complete by Tuesday?
News is that interests rates will go up on Tuesday but I'm guessing the transaction would take longer than Tuesday so show.

Sure. The transaction is posted nearly immediately once the information is entered. But not sure that would wise. You have only 60 days to challenge a transaction unless it is fraud. If you are out more than 60 days I would not do that.
