I mailed my husband's application for renewal on January 7 using Priority Mail. I paid for expedited service ($60), but not rush postage. We received his new passport on January 29. Philadelphia to South Carolina. Three weeks and a day.
Mailed mine via Priority Mail on February 5, after hours, so it shouldn't have gone out until the following Monday. Expected delivery was 2/10. Priority Mail tracking showed it actually went out on Saturday and got to Philly on Sunday. It never updated with the actual delivery date though. I did NOT pay for expedited service on mine. I received new passport today, two weeks and two days after mailing it.
I suppose the moral to that story is save your $60. Crazy.

Celeste it is good to hear that the passport office has cleared its backlog. It took many of us 16 weeks last spring. I am glad that here is another sign of things getting back to "normal".
