I did my passport renewal online last week. It's an excellent website with good software. I didn't have a travel date, nor expedited service. The delivery estimate was 4 to 6 weeks. I received it today via Priority Mail - in just 6 days.
One needs to follow the specs for the digital photo. The specs are easy and mostly involve what not to do. Mine was done with a Pixel smartphone. The uploading was the same as most other websites.

I submitted online renewals for myself and my husband on Friday Oct.4 — no expedited service, next travel date in February.
His new passport arrived via priority mail in our mailbox today (Oct 10). I’ve gotten a couple of emails that my application was received & is under review. So I’m hoping they haven’t found something dreadful & I’ll see mine soon too as well.

For several days now I haven't had any success connecting to the site after trying several browsers. I don't see any evidence of others having issues so I'm not sure if it's widespread.
