If We are travelling to Rome via another city, say Helsinki from outside of Europe, where is passport control ? Is it Helsinki as a transit stop with the same airline or is it Rome ?

If your first stop in the Schengen zone is Helsinki, you'll go through immigration (passport control) there. Your flight from Helsinki to Rome is then treated as a domestic flight, and there are not further immigration formalities. Assuming your luggage is checked through to Rome, you'll go through customs in Rome. Customs in Rome is just a matter of walking through the "Green Channel-Nothing To Declare" lane, unless of course you have something to declare, or are selected for additional screening (rare, but possible). Since the customs process is nearly invisible, you'll see people incorrectly post that "customs does not exist" on this route - it does. Be aware that England and Ireland are not part of the Schengen zone, so if you fly through London to Rome, you will not go through immigration in London, but on arrival in Rome.
