Trying to decide on a short 1 week trip in Mid March. Is Paris or Tuscany better?
In mid-March I would choose Paris. No matter what the weather there is plenty to do. Tuscany might not have as many places to see indoors if the weather is bad.
Furthermore, Paris is a city while Tuscany is a region in which you would likely need a car, unless you restrict your visit to Florence.

Paris if you've never been there. Too bad you don't have a couple of more days, as you could also take in London via Eurostar.
Budapest (Paris of the East)second choice is the other Paris.
We have been to Paris and really enjoyed it. Just attempting to decide if we should go back and spend a longer time there or go someplace new. London, been there also for an extended time and really enjoyed that. Last Spring break, spent the week in Rome - hard not to go back there for another week.
Interesting that your subject is "Paris or Florence" but then you ask about Tuscany in general?
If the choice is Paris vs. Florence and you have a whole week and it's mid-March and you've been to Paris before - I would still choose Paris! I just love and adore Paris, and as delightful, charming, and CRAMMED with stupendous art as Florence is... my choice for a week (if there's no option to do two places, in other words) would always be Paris.
On the other hand, if you haven't been to Florence - the weather is lovely in March. It can get up to the low 60s but you'll never bake in heat. And the tourist hordes of summer are thinner. So... Florence is pretty amazing at that time of year.

I think this is a personal decision only you can make.
