Maureen,

My advice would be to check the Paris Guidebook, as Rick provides an excellent description of the various sections of Paris. More importantly, there are listings for accommodations in various price ranges, restaurant suggestions, Museum opening & closing times, etc.

I also like the Rue Cler area, as it's close to some of the major attractions (walking distance to the Eiffel Tower) and has a nice selection of restaurants and shops. However you didn't specify what amount you consider a "mid-range budget"?

The Grand Hotel Leveque is a very comfortable Hotel, but not fancy. There are two ATM's right across from the entrance. The Hotel Duquesne Eiffel is in another section of Rue Cler and a bit more "upscale" (very nice!). The Hotel Muguet also gets good ratings from members here. I've heard some negative comments about the "attitude" of the staff at the Hotel du Champs de Mars so you might want to check Trip Advisor if you're considering that.

Good luck and Happy travels!

I'd vote for the 6th or 5th, then maybe the 4th.

Stay in the Latin Quarter, IMHO. You can walk to everywhere (except Montmarte) from there, assuming you can easily walk one or two miles. And the area is lively in the evening.

My husband and I always stay at l'Hotel Hameau, at 48 rue de Passy - their doubles are about 112 Euros a night, and it's within walking distance of the Eiffel Tower, Trocadero, the Arc de Triomphe... and close to both a Metro stop and some super-convenient city bus stops. It's a European hotel - not American-style - so the rooms are smaller than most American expect. But it is SUPER SUPER clean, and the staff is lovely.

Montmartre is as lively as the left bank and still a bit spicey but not as sleazy as it was years ago. Consider the Pigalle area as well as the west side of the top of the hill.
