Three words: apartment apartment apartment! There is nothing like living the authentic Parisian life in a real Parisian apartment! Since you'll be in the city for an extended period of time, an apartment will brighten your stay tremendously. Hotels are fine for 3-5 days, but with an apartment, you'll stay IN THE CITY (unlike most nice hotels) near locals and the amazing atmosphere. You won't be visiting Paris - you'll be a part of it.

I am going to Europe for a month in October with Paris being our last destination. I rented an apt. for 8 days. This will be my first experience renting an apt. for vacation. I went through Venera.com and fouund a lovely place near the Opera. This is my 3rd trip to Paris, the other 2 were hotel stays.
Absolutely get an apt rather than a hotel. We were there in June/July and got an apt through http://www.perfectlyparis.com/. They were great to work with and everything exceeded our expectations. We loved the location - it was one of the highlights of our adventure. Walking to the local markets to buy groceries was such fun.

If you are going for 3 weeks absolutely get an apartment. Paris is expensive, although less than London, but you can drop your costs by shopping at supermarkets and the like/only eating out once a day or so. The supermarkets in Paris have a lot of great inexpensive prepared foods, which to us Americans seem exotic and wonderful.
I would suggest looking in the 16th, which is about a 10 minute walk from the Eifel Tower and near the Bois de Bologne (wikipedia article here: http://en.wikipedia.org/wiki/XVIe_arrondissement). I have stayed there and like that it is a real neighborhood, rather than merely a tourist area.
Always and apartment over a hotel for a long stay. You don't have to get out of the place for the maids, you can do your own cooking when you please and best of all you are part of the local community. I've stayed in apartments in the 7th twice and am going to spend christmas and new Years in one in the Marias. There are several mentioned on these boards that are reputable and have English speaking people to deal with.
I saw that Perry suggested vacationinparis and I just wanted to say I have used them and was very happy with our apartment and with their service. Staying in an apartment will save you money and help you feel like a temporary local, plus shopping in the markets is a lot of fun!
