In my opinion, the best shoulder strap on the market is the Tom Bihn Absolute Shoulder Strap.
It's pricey at $30 but well worth it. I've tried the Eagle Creek strap and the RS one....both are okay......but the Tom Bihn Absolute strap is heaven.

If your main criteria is "inexpensive", I'm not sure you'll be able to get a good quality shoulder strap, and more importantly one that's comfortable in the long term.
The Tom Bihn and Red Oxx shoulder straps are both excellent so you might have a close look at those to begin with.
I've also tried the Eagle Creek shoulder strap and it's very good quality but tends to "slip" off the shoulder, so I tend to use it only very occasionally.
I've just bought an Air Boss (manufactured by Red Oxx) and the "Claw" strap supplied with that seems excellent but I haven't had an occasion to actually take it out for a "field test" yet (must plan a trip somewhere/anywhere very soon!).

You might consider something very different from the others. I have bought a couple Orthotote strap pads, found here: http://www.orthotote.com/ So far, so good, the test will be on an upcoming trip.

I went with the Orthtote strap pads. I already have a decent strap but I end up carrying my wifes bag as well. On our last trip she brought a strap that had no pad at all and it was torture.
