As we are getting older and have acquired arthritis etc that makes walking distances and hills,steps more difficult, we are modifying our travels.
What European cities beside s the ones listed have others found to be taxi, public transit and minimal walking friendly?

Here are some suggestions:
Amsterdam - flat with a good tram system
Barcelona - good subway system
Madrid - good bus/subway and plenty of taxis
Sevilla - good for taxis and thay have horse and buggy tours as well.
Rome - mostly flat in the historic center and good bus / tram / subway system. Taxi stands are usually easy to find.
Florence - compact historic center with very little elevation changes
Milan - good tram/subway system. Several sights within easy walk from the Duomo.
I liked Bergen, Norway. It's much smaller, but then you can take the ferries up to the Sognefjord directly from Bergen and have gorgeous views to look at. Just a thought!
If you're visiting museums that don't have obvious public elevators inside, look for wheelchair signs or just ask. Staff may be able to accompany you on a service elevator - not less walking but at least fewer stairs. This is what we did in Torino and Bologna, for instance.
