I recommend that you look at their website to see what cabin catergories are available on a cruise you are interested in.
I don’t know about OAT, but I do have some suggestions.
Gate 1 has waived its solo supplement twice a year, usually spring and fall with a 4 day sale these last few years. That is a great time to buy your river cruise if you don’t want solo supplement. All cabin categories available.
Also, be aware of the risks in River cruising. Low water has turned this summer’s cruise season in Europe into a bit of chaos. Some cruises canceled last minute and others turned into bus tours. A river cruise can be great, but there are risks involved.
The cruise side of OAT is called Grand Circle and their website is gct.com. No idea about the single supplement but you should be able to find out on their website. The Rick Steves travel forums don’t discuss river cruises very often, and I’ve never seen Grand Circle mentioned here. The Cruise Critic site might have better info for you.
There is no free single supplements for their cruises. As an example, I looked up one cruise and there was a $1200 up charge and there are limited single spaces. The free single supplements are on most of the land tours with a limited number of spaces. I have taken 6 OAT tours both as a double and single. 5 were excellent and one just post covid was not good.
