It is hopeful, isn't it? To know the EU is working on a way to make travel possible is a positive step. I look forward to refinement of the plans and the details that will allow us to travel soone-rather-than-later.

Actually, that is how it has always been, each EU Country has made their own rules since the beginning. They may coordinate an approach, but it has been each Country that establishes what is allowed, and why you need to look at your destination country for guidance, taking any countries you might travel through, into consideration. There are no EU rules, only recommendations.
