Never received my VAT and keep getting email saying "it will process" but hasn't.

I submitted my VAT forms at CDG before flying back to Paris. There seems to be two different forms. I received the "Blue form" back. However, my most expensive purchase at Chanel, I am still waiting on. I googled and found a website where you can research the status of your claim. About a week later, I get the below response. When I followed up 4 weeks later, I got a response saying that they will expidiate it. When another month went by, I started over and got the same exact email saying that my credit card number was missing (from the same person "Matthew". Now, I feel that this is a scam, but my card hasn't been used by anyone...yet.

VAT submitted at CDG on July 15, 2014. It is now November 17th and still nothing. Does anyone have any advice on what I can do next since this is clearly not working??
Below are the emails:
Good Afternoon,
Thank you for your e-mail. I have checked our database and can confirm that the voucher has been processed successfully.
However, we do not have credit card details to issue the refund to. Can you please send us the credit card information?

Please divide the card number across two e-mails for security purposes. Thank you in advance.
Kind Regards,
Matthew

Good afternoon,
I have requested that your refund is prioritised and issued as soon as possible. It should hopefully appear in your account in the coming weeks.
My apologies for the delay and thank you for your patience so far.
Kind Regards,
Matthew

When I resubmitted everything again, I received the exact letter as the first time, saying my credit card was missing and to please send it in two emails.

ANY help would be so appreciated!!

My first thought is exactly what Norma said. Now, for the future and for others reading this thread:

I've gotten a VAT refund many times, but never for huge amounts. However, after one application went nowhere, I decided to exercise the option of an immediate cash refund at the airport. It's true you lose more that way (there's always some fee involved), but a bird in hand . . .

If the amount is significant, I would try the phone.

I have heard it takes months .. so perhaps you are not as far behind as you think.. of course it always takes months to get money back.. but when they want it.. it has to be right away!
