I've heard that both of these can be bought at the CDG airport. Is tht correct? Where at the airport?

Yes, you can buy a passe Navigo Decouverte at CDG and load a Carte Orange on it. Go to either of the RER stations: CDG 1 or CDG 2 TGV.
