November could be a bit late for the best fall colors. I would say Switzerland, but be ready for rain and snow as well. You’ll want to find forests with larch trees that turn gold later. Here is an example.

In late Nov. 2019, we were surprised to see some fall colors in Granada Spain. A pleasant surprise!

Golden larches are beautiful, but I don’t think you will find much in the way of deep reds and oranges in Switzerland. You need deciduous hardwood trees like oak, maple, and others for that. Not forests of pine and fir like you find in Norway or mountainous areas of the Alps and Dolomites.

I have no personal experience, but have read that Germany’s Black Forest and the Lake District in England are particularly nice in autumn. And large parks and botanical gardens, like Hyde Park, Kew, and Munich’s Englischer Garten might be nice—if it is not too late.

I'm afraid it is all over for this year in the UK.

There may be a very few colourful leaves left in the very warmest and sheltered areas of the south of England but the storms this weekend, left over from an American hurricane, will have stripped most of the rest.

Even with this long warm Fall it's about done here in Bavaria. Was snow in the higher elevations a few days ago. You're a few weeks late. I would guess Franken and Schwaben.

It may surprise some folks, but Spain is actually the most densely forested country in Western Europe by % of land (even ahead of France, Switzerland, Germany). Especially the north of the country where bears and wolves still roam wild. Thusly autumn colors can be seen in many parts of Spain even late into the season down south. You can check out:

Ordesa National Park in Huesca
Montseny Forests in Girona
Beech forest of Tejera Negra in Guadalajara
Muniellos Forest in Asturias
Sierra Nevada in Granada

Living in northern Europe I will be among the first to see the autumn leaves fall to the ground. But, as many others have said, November is too late for autumn colours. And your best chances will probably be in the far south.

The trees are actually quite pretty right now in the Frankfurt area. The city forest is gorgeous. In the city itself, the Gingko trees are the prettiest with their bright gold leaves.

the El Pais article lists my two suggestions: Irati and the vineyards of La Rioja.

Last week was probably best time to see the vineyards in all their different fall colors, but there are still plenty of swathes red and orange and even yellow across the landscape.
