I'll be travelling with my parents to Croatia and London in a few weeks. I need to get at least one phone to use in Croatia but would prefer to get two (My Dad's mind is fine but he's gotten lost in Europe on three seperate trips) that can be used in both countries. Using my American phone is not an option--it's a cheapie that can't be unlocked. What the best budget option? I expect the calls to be pretty limited, and I won't need to reach the States. We'll be in Croatia ten days and London four. Thanks!
Are you flying to London first? If so, when you get to London, you might consider going to Carphone Warehouse (there are many of them in central London) and explaining what you need. They have a number of options for both inexpensive phones and plans.

You could certainly buy a phone when you arrive in the U.K., however when you use this in Croatia you would be "roaming" and the rates would be higher.
You might also consider one of the firms that offer "travel phones" such as Cellular Abroad, Call In Europe or Roam Simple. Check their websites for details and rates.
