Minors Traveling in Europe

Next summer I'll be 16 and my cousin will be 18. We would love to do a tour of general Europe for about 2 weeks, but we're having trouble finding tour groups that we are allowed to participate in. Are there any reliable and cheap tour groups that would work for us?
Edit: if not, are there options of traveling alone, just the two of us?

Sorry nope, no mainstream tour group will take a 16 yr old( without a legal guardian) , however at 18 your cousin could do any tour.

However there may be an educational based tour company that might do,have you looked at what may be available through your school, many high schools here have tours that go on soring break or summer.

Personally i think you should wait the 2 extra years and go on your own and have a blast, gives you time to save money too. My own 19 yr old daughter and her friends are leaving for 2 months in europe in 35 days, so excited ( and of course a bit mom nervous) for them!
Going on your own can be cheaper too, so you can go for longer.

At immigration you would need to provide details of the adult(s) that would be responsible for looking after you whilst in the country. There may be specialist tour operators that would provide that type of service but not regular ones; for one thing they may have to meet you at the airport.

Look at EF educational tours on their website. Even if there is not a tour going from your school, they may be able to include you with another tour from a nearby area.

I don't suggest the people to people organization tours. I ran into a few of these groups in Paris last year, and heard horror stories from the chaperones.
