Malta Regulations On Again Off Again

I seriously do not know what to think about getting into Malta. Good Lord what a mess!
We have plane tickets we bought them when Americans were allowed to go. Our visit is in the fall (dates not given for security reason so time is on our side). California does have a digital version.QR code that was accepted into the Clear and CommonPass apps. We do have a printed and electronic version of our vaccines with QR code’s.
What does everyone think about this mess?

Two weeks ago California was one of 38 states that were considered Amber and you could arrive with a Covid Test and a CDC Cerificate.

Two days ago 7/15/21 Americans could not go at all.

Yesterday 7/17 this was on their site:
Currently, CDC vaccination certificates are not currently being accepted by Maltese authorities for entry into Malta.
* The Ministry of Health announced the Government of Malta will recognize the Centers for Disease Control and Prevention (CDC) vaccination card beginning July 19.  
* CDC cards will be valid for quarantine-free entry into Malta as of July 19, provided holders have received a full vaccination course and that 14 days have passed since their last dose.
*   Beginning August 1, the Government of Malta will require CDC vaccination cards to be digitally verified, but further details have yet to be released.

You have plenty of time for the situation to get better (or worse) before you travel. It’s difficult to predict what the situation will be next week, not something that’s months away!

As everybody on this forum, particularly those based in Europe has said, international travel this year isn’t for the faint hearted.

I am planning a deferred trip to France in late August/September and the requirements either to go to France or to return to the U.K. have changed 5 times this week alone! At least your return home situation is requirements are relatively steady. We now need (I think) 3 tests each (at a cost of around $1,000 for the 2 of us) and to isolate for 10 days upon returning home. We are both double vaccinated.

Things will change again before you travel. That’s the only thing I am certain of!

I can only echo what Jennifer said, it's impossible to know now what the rules will be in the fall.
