London Car Accident - Need help on how to get report, belongings

I did a search and did not see an answer for my question. My fiance was on his way to the airport in London with a friend and they were hit badly by another car. The car was destroyed. My fiance has a few bruises and left the hospital with nothing but a broken cell phone. He is not sure of the location of the accident. He has spent days wandering around town looking for any type of police report and his belongings. He says they don't have a police report - how is this possible?! - He finally found the car but not the belongings inside. The police don't know who cleaned the scene. ?!?! Aside from his luggage he is missing some business documents worth a fortune. Where do i even begin to look for help? How can the police not know the basic information being asked? Is this normal for London? I'm distraught and don't know what to do to get him home and find those documents. I would appreciate any advice! Thank you.

Was this a rental car? If so, the rental company should know something. If not, who owns it? Who towed it away?

no it wasn't a rental. he has been there for 2 months so it was a local friend who was driving a personal car. the friend is badly injured so he is still in the hospital. the police had car towed by whoever it is they use. took him a while to find the correct location and find the vehicle. he went to the tow yard and so sign of his things. such a nightmare.
