In Vilnius we ate at Etno Dvaras a few times (they have multiple locations) and really enjoyed it for local Lithuanian food. We also had a very nice dinner at Senoji Trobele which is a little bit out of town. Our trip to Latvia was a bit further in the past so I can't remember specific restaurants tho I do remember there were some very good Russian restaurants (in addition to Latvian).

In Riga, there is a chain of restaurants called Lido. It's cafeteria style with local Latvian cuisine. Very popular with tourists and locals.
Prices are amazing. I've been numerous times including a couple of weeks ago.
In Vilnius, I had a nice lunch at Amatinik. It's local Lithuanian cuisine just on the Town Hall Square.
Oh yes, we did have lunch at Lido! Can confirm it was very good (and good value if I remember correctly).

In Riga we ate lunch at Petergailis, right by St Peter's church. They had two- and three-course lunch menus available at a very reasonable price. (The menu was in Latvian only; I was preparing to use Google Translate to read it when the waiter came over and insisted on translating.) Excellent food, very pleasant atmosphere.
Enjoyed Rotunda in the Bernardine Garden. A wide range of prices; the pizza looked very good and was reasonably priced. We had meat dishes and felt the prices were good for the quality of food served.
I was in Riga for 3 nights and the first night ate fabulous Russian food at Uncle Vanya (Tevocis Vana)--the restaurant was charmingly decorated to feel like a home, and bonus points for surprisingly catchy Russian pop music in the background. Horseradish vodka was the perfect accompaniment to my chicken dish served with a chewy flatbread.
The second night I found Petergaillis and loved it so much I returned again the next night--I had braised beef and then lamb, both tender and in delicious sauces with fresh vegetable and potato sides. Small restaurant, full of locals, and reservations might be needed--I was solo and tend to eat early and had no trouble getting a table.
Thanks to having a wonderful and very authentic Lithuanian restaurant in my town--sadly closed as the owner returned home--I was inspired to visit Vilnius for the food and ate at a couple of excellent restaurants in the main square--my favorite was Etno Dvaras, gypsy pork steak, cepelinai dumplings, potato pancakes, all excellent. I also enjoyed eating at Amatininku, the oldest restaurant in town, and Katpedele.
In Vilnius, we've had a couple good meals at Restaurant Puaro - Antokoiskio 13 - for Belgian-style mussels.
For Indian, we liked Sue's Indian Raja - Odminių g. 3.
For vegetarian, we enjoyed the changing menu at Vieta - Šv. Ignoto g. 12-1.
For good beer and relatively inexpensive meals, there's Busi Tracias - Totorių g. 18. Think sausages and schnitzel.
We had some great sausages and more at Restaurant Žemaičių ąsotis - Naugarduko St. 32-1.
At Hales market, there's a stall with seating that has great "pink" soup, stuffed cabbage and sausages that was really inexpensive, but hitting the spot for me.

Uncle Vanya was the Russian restaurant I was trying to remember- we really enjoyed it too. After speaking to my husband he reminded me we also loved Rozengrals in Riga: https://rozengrals.lv/lv/
It is medieval themed which might sound slightly gimmicky but the food was very good and it was a fun environment.
