Thoughts?
We were in Southern Spain mid November 2018. It was glorious. We did not go to the coast. We were in Sevilla, Sierra Nevadas, Granada, Cordoba and then closer to Madrid, Toledo and Segovia. We had a great time. Weather was high 50s to mid 60s.

How about Sicily? I toured there for 10:days a few summers ago. Go there now it is still generally off the radar and a wonderful place to visit especilly outside of summer season. Before long it will be overrun with tourists. It is a gem. Check it out.
At that time of year, you would be best to focus on cities, not the countryside. I would opt for southern Spain as the weather is likely to be drier and there is plenty to see there. Seville, Jerez, Cadiz, Granada and the white villages will fill 12 days. How long do you have?
The more interesting sites in Italy are further north and therefore the weather isn’t likely to be as kind.
Twice, I have taught conversational English in the Puglia region, and I love the area. It is where northern Italians go to vacation in August. It has many small towns with a slower way of life. Unspoiled by the explosion of tourists in the North. Other cultures who invaded Italy from the South went thru the large city of Lecce, leaving their cultural marks. Ostuni and Alberabello are quaint small towns. Whenever you can, stay in the Old Town. You will need a car.
Spain was nice, but no comparison to Puglia.
Puglia is delightful, but it simply doesn't have the major sights that Andalucia does. That might not matter to everyone, of course - and we're content to go to places that don't have sights as such and just enjoy the "ambience". It rains more in Puglia, though, so that would put me off going in November. Assuming southern Italy includes Naples, Pompeii, etc. there is no shortage of top sights on that coast. But I'm surprised to hear Sicily described as "off the radar" - that's definitely not the case for Europeans, and with good reason. But I wouldn't go there in November.
Personally, I think Italy has more big tourist sights than Spain and is quicker to get around, being much smaller; the food is about equal, if perhaps a little better in Spain, though it's only an opinion.
I’ve been to both Italy (Firenze to Sicily) and Spain (Madrid to Sevilla) in late November more than once. I would visit either one again at that time of year in a heartbeat. Choose the one that interests you most. I don’t think you’d go wrong either way.
Perfect time for Andalusia (not northern Spain) or southern Italy (essentially from Rome south).
I personally prefer both service and prices in Spain to Italy.

Check historical weather. I was in Madrid 2nd week of November 2017 and barely 40F with snow flurries is Segovia. Andalusia, however, was still in drought conditions and warm.
Love Spain, but hard to beat Italy. I would add Siena and the Tuscany area. Great places to stay in Siena, do a wine tour in Tuscany somewhere.
Have you been to either country before? For that time of year I'd go with Andalusia.
We had a wonderful time on our first trip to Sicily, in late December/early January. The weather was fine, even some shirt sleeve days, so I assume November would be a bit warmer There is a plethora of sights to see, and the food is great.
The problem with Puglia is that quite a bit will be shut down at that time. We were there in May, and still ran into that.
Andalucia without a second thought. And that is coming from a person who likes Italy more than Spain. Andalucia is dry, and November will be a perfect time to visit.
