We'd like to go to Kracow in late November. Is this a bad time due to weather?

It will neatly summarize the last 15 years of actual weather. Of course, only you can make the judgment call of whether this is a bad time to go due to weather. Minnesotans might look at it differently from Californians.
Kent is right - no big surprise there. But another thing to consider is wind chill factor which, at least compared to Oklahoma where I live, is almost non-existent. Thirty-ish degrees in Krakow doesn't feel nearly as cold as thirty-ish in Oklahoma.
