I am planning a trip ( from Miami ) to Munich, Vienna, Budapest, & Dubrovnik. 16 days total including departure & arrival days ) September 7 - 22. Need a bit of advice regarding # of days per location and travel to and from. Hope to finish our trip in Dubrovnik with a few days of relaxation. I seem to only find direct flights to Dubrovnik from Munich. Would it be best to Start in Budapest -move on by train to Vienna & then Munich? Fly Munich to Dubrovnik?
Any help appreciated.

Austian air also has a direct flight between Dubrovnik and Vienna, but it doesn't operate every day and is more expensive. So yes, I would agree with your plan to start in Budapest, train to Vienna, train to Munich, then fly to Dubrovnik. (Dubrovnik is not served by train and a train/bus combo just takes too long from any of these cities; over 24 hours.)
The two train rides are served by Austria's RailJet (www.oebb.at), which can be purchased (I think) 3 months ahead for deep discounts.

I think you are thinking right getting from city to city.
Norwegian Air Shuttle flies to 6 European cities from Ft. Lauderdale, including Oslo. You might check into flying to Budapest on a connecting flight very inexpensively. (We flew Budapest-Boston thru Oslo 4/2017 for $238.)
I have not been to Dubrovnik, but each of the other cities are worthy of 4 days/nights.
