Most all Internet Cafes have Sykpe installed. Hotel computers typically don't as they would loose money on long-distance calls made from room phones.
I used skype once or twice in a net cafe in Rome. It was pre-installed, and each computer terminal had a headset with microphone.

Im in France at the moment, and have found that Net Cafes are a bit "sparse". So far I haven
t seen Skype installed anywhere. I`m using a Hotel computer tonght, and definitely no Skype.
I`ll look for Skype when I arrive in Italy in a week or so.

You may use Skype without Skype installed in the computer.

Go to www.skype.com and download it's free software. They have software for all operating systems, and most any wifi device be it a pc/mac/smartphone/pda/hand held game console. After you install it you can make free computer to computer voice or video calls with anyone else that has the skype software installed via an internet connection. In addition you can use Skype to call regular land line and mobile phones at dirt cheap rates...around two cents a minute.
You can also use MSN messenger to make voice calls and web cam calls (which is just an instant messenger service). Sometimes skype can be a bit temperamental for me, but MSN messenger is generally reliable. Not sure if public use computers would have MSN messenger pre-installed though if they do not have skype.
