Yes, TravelCuts offers ISIC cards and there is one branch in San Francisco. You may also be able to get the ISIC card at a college or university - contact the student union's office on campus.
You can look up available discounts on the ISIC website - as an example, here are discounts in the Venice area; use that website to find discounts anywhere you want to go.
In my experience, ISIC is great primarily at museums as many places offer student discounts - and most places actually do give such discounts to people with an ISIC card, not just EU students.
