Hi, i need to call Germany from India and tried to dial 00 49 area code 228 for bonn and phone number by does not connect. I contacted service provider several times they have no clue.

That should work. 00 is the code to get out of India (I had to look that up), 49 is the country code for Germany and 228 is the code for Bonn:
00 49 228 xxxxx
The length of phone numbers in Germany is not fixed. I cannot say how many digits there should be after the 228.
Does +49 work any better ?
+49 should work from a mobile phone, but not from a landline as landline telephones do not have a + key.
My guess is that the number of digits after the area code (228) is wrong. As this varies, even within an area code, it is easy to get one too few or one too many digits.
