How do i place a call WITHIN France, or WITHIN Germany using my US cell phone? COnfliciting info re having to type +00, or simply 0, or 1 and then the local number.....I am NOT talking about calling to the US or from the US, strictly WiTHIN a European country

Are you using a U.S. phone plan?
If you're calling a French or German phone number, the easiest way is to use the international format: +33 for France or +49 for Germany, followed by the local number (dropping the first 0).
If you're calling another U.S. cell phone while you're both in France or Germany, that's different. For example, with my Verizon international plan, if my sister and I are both in France and we both have U.S. numbers, I just find her in my contacts and call her exactly as I would at home.
So, it depends on whether you're trying to call a French/German number or another U.S. number while you're there.

To make a reservation at Onyx Restsurant in Paris, using your US phone, you would call.
+33 1 71 25 26 94.
More often than not phone numbers printed on line or elsewhere will have the country code shown and look like above. So it not hard to figure out.

Dial + (press and hold 0) then the country code followed by the local number.
If the local area code starts with zero you may have to omit it or not depending on the country. In Italy you also dial the initial zero.
If you call a Siropean number from a U.S. based cell phone you will be charged by your provider as if you were calling that international number from the US, so it will be expensive.
A way to get around that is to get a Google Voice number before you leave the US, then call the European number using the Google Voice app (you will need your cell phone to be connected to the internet to do so).
Calling a European number from Google Voice will cost you 1 cent per minute only.

Roberto has it figured out, and i am certain its the most ideal solution; but way too complicated for me. But thats my limitation. I use a different method ...
On my US T-MOBILE, in Airplane mode, with wifi on:
"Bartender, whats your wifi password?"
Insert password and connect to wifi. Start making and receiving calls and texts from anywhere in the world, on my normal phone number, for free.
Or sometimes I eat, literally, the 50 cent cost to book a restaurant reservation without wifi.
