I recently posted a query about hostels, but some people seemm to have had good experiences with similarly priced hotels. I am arriving from Charles du Gaulle, and would love to be near 18 or 19. I am staying for Paris for 4 nights (August 3rd-6th). However on the morning of the 7th, I fly to Milan from Orly.
Would it be safer to stay in 13 or 14? My flight is at 10 a.m., and the distance from 18 or 19 to Orly seems daunting. Are trains there reliable?

If you want to stay in Montmartre (the 18eme), you can easily get to Orly in time to catch your plane. I suggest Le Village Hostel.
Take Metro line 2 from Anvers to La Chapelle (the first train leaves at 05:36). Walk through the tunnels to Gare du Nord. Take the RER B to Antony. (Be aware that the RER B divides on the far south side of Paris so be sure to get on a train that is going to Antony.) Take the ORLYVAL driverless shuttle train from Antony to whichever terminal you need at Orly. The whole trip will take a little under an hour and the combined fare for all segments is €9.30.
You're welcome, RD. Le Village Hostel is in the 18eme. The directions I gave you were from Anvers, the closest Metro station, to Orly with a total travel time of just under an hour. Depending upon where you stay in the 18eme, it could take a bit longer. See this zoomable map of the Metro & RER system. It also shows the ORLYVAL from Antony to Orly.

Check out Hostel Perfect in Montmartre - although it's really a budget hotel. It's a 5 minute walk to Anvers station and about 10 minutes to Sacre Coeur. Doubles with shared bath for €44, with private bath for €60. They book up quickly though, so I'm not sure if they'll have room.
