What is budget exactly? There is Hotel Diana in the 5th, convenient to many sites( Notre Dame, St Chapelle,Concierge, the Seine, and the Cluny and Louvre( bit of a walk but not bad ), but the Champs, which is the last place I would worry about being close to if I was on a budget,, LOL . Also well located is Hotel Saint Pierre, I stayed there this past June and it is fine, and I loved the location.

There's a slew in the Latin Quarter, but like Pat said, what's budget? Also what's walking distance? And which is more important? You can stay a bit out in a good budget place and, with a two-buck metro ticket, pop up anywhere you want in fifteeen minutes or so.

I agree on the Metro comment. It is certainly easy and cheap. This probably doesn't count as budget but it is literally next door to the Louvre. It made it really nice to pop in just before closing when the Louvre is open at night. We had the Mona Lisa to ourselves. Our room (with sitting area) had two large French windows/doors opening onto the plaza where we could watch roller bladers, mimes, etc. http://www.tripadvisor.com/Hotel_Review-g187147-d189700-Reviews-Hotel_du_Louvre-Paris_Ile_de_France.html

I heartily recommend any of the three MIJE hostels (www.mije.com) in the Marais. They are renovated 17th-century private mansions and both Rick Steves and Lonely Planet call them "the best budget accommodations in Paris." The Cathedrale de Notre-Dame is a ten-minute walk away.

david, I agree with previous suggestions regarding the Metro. "Walking distance" is not important in Paris, as it's easy to get anywhere on the Metro. Happy travels!

One other suggestion: Grande Hotel Jeanne d'Arc is in the Marias, a comfortable walk from the Louvre and Notre Dame. Great neighborhood with lots of casual restaurants, groceries, bakeries, etc.
